Penang from Above: Rainbow Skywalk or the Indoor Observatory?
Compare THE TOP Penang's open-air Level 68 Rainbow Skywalk and air-conditioned Level 65 Observatory Deck: skyline views, glass-floor comfort and weather-aware choices.

Same skyline wish, different ways to enjoy it
One person wants the excitement of an open-air glass walkway. Another wants to look out over George Town without feeling that the view must be a personal challenge. Begin with that difference rather than choosing solely by the most dramatic photograph. A good group visit does not require everyone to stand in the same place for the same picture. Decide what each person actually hopes to enjoy: the skyline, the setting, or the sensation of the walkway itself.
The outdoor choice is at Level 68
THE TOP's official page places Rainbow Skywalk on Level 68, at the rooftop of KOMTAR, and describes it as open-air. That setting is a major part of the appeal: you are not simply looking through a window in a conventional indoor room. Consider it if the idea of an exposed elevated walkway is something you genuinely want. Follow staff directions and the attraction's current rules. Do not pressure another person to join just because this is the most recognisable image associated with the venue.
The indoor choice is at Level 65—but glass still matters
The same operator describes the Observatory Deck at Level 65 as air-conditioned and notes that it also has a glass walkway. That is an important distinction. Indoor does not mean ground-level, nor does it prove there will be no glass beneath you anywhere. If that detail matters to your comfort, ask the venue about the current visitor route and available viewing areas. Choose based on a real understanding of the space, not the assumption that an indoor ticket removes every height-related concern.
Look at a city, not only the edge beneath your feet
Once you are comfortable in the viewing area, let the city become the subject. Notice how close-packed roofs give way to larger buildings, or how the coastline changes your sense of George Town's shape. Compare that broad view with the small details you noticed while walking at street level. This is a different visual story from The Habitat's rainforest-canopy experience. You do not have to identify every landmark correctly or stand in a particular pose to enjoy the change in scale.
Weather affects both access and the quality of the view
Penang Global Tourism's 2026 brochure notes temporary rain closure for Rainbow Skywalk; the operator also reserves the right to change hours or close attractions. Check the conditions and the specific attraction's operation before committing to a tight plan. Even when an indoor area is operating, visibility outside may be different from a clear-day photograph. Treat a backup activity as another enjoyable option, not a failed version of the day. We do not promise uninterrupted access or a particular sunset.
Read the actual ticket, not a bundle's cover image
THE TOP contains several attractions, so a familiar tower photograph does not establish what one ticket includes. Compare the current product description for the viewing area you want, the intended date and any conditions. If different people choose different experiences, ask how the available options work for the group. We do not reproduce prices, minimum-age rules or admission combinations that have not been verified for your visit. A clear ticket description is more useful than an appealing but ambiguous package name.
The photograph is a historical view, not today's forecast
LEE 003's openly licensed photograph is described as a view from The TOP and is dated 6 June 2022. It shows the broad city-view idea, not today's weather, current construction or the precise position from which your ticket will allow you to look. We use it with attribution, rather than presenting an AI skyline as a fresh visit. Let it suggest why an elevated view may be interesting, while taking operating information and current conditions from the venue.
Fit the view into a Penang stay
If you are arranging a Singapore–Penang road journey, use the route page to confirm the actual hotel or destination and separately discuss any requested stop or later pickup. A transfer does not include attraction tickets, a restaurant reservation or guaranteed waiting unless specifically agreed. Keep enough flexibility to enjoy the chosen experience rather than racing towards a fixed photograph. Sources reviewed on 21 October 2026.
